THE TIMES MAY BE DIFFERENT. When Rep. Ben Chandler asked House Ethics counsel Black Chisam about precedent and Chisam’s censure recommendation, here is the answer he received. Precedent is important but “…the times my be different,” he indicated. There is no question that Speaker Nancy Pelosi’s effort to introduce tougher ethics standards was a worthy goal. It is interesting to note the disproportionate number of black members of Congress involved in these proceedings. Is it because black members are more corrupt? Is it because more cases and complaints against black members have been filed? Could it be a coincidence of bad luck and timing? More on that soon…
